Convicted swindler Bernard Madoff's brother may spend up to $10,000 a month for living expenses, but the bulk of his fortune will remain frozen, under a deal reached Friday.
The agreement comes as part of a civil suit filed by 22-year-old Andrew Ross Samuels, who accused Peter Madoff of taking nearly $500,000 in his trust fund money and investing it in brother Bernard's Ponzi scheme.
