Iran's Press TV reported that the plane crashed near the city of Qazvin, northwest of the capital Tehran.
The official Iran news agency said the plane had taken off from Tehran and was en route to the Armenian capital of Yerevan.
"All people on board are believed to be dead," said Press TV, quoting an unnamed police chief from Qazvin.
Iran has suffered a number of aviation disasters over the past decade. Dozens of people were killed in September 2006 when an airliner came off the runway after landing in the eastern city of Mashhad and burst into flames.
