Lawless Atmosphere Cited in Death of Russian Journalist

Russian activists are blaming Prime Minister Vladimir Putin formaintaining a climate that resulted in Wednesday's murder in theCaucasus of journalist Natalya Estemirova. Her colleagues from theMemorial human rights organization and other groups told a Moscow newsconference that Mr. Putin's protégé in Chechnya, Ramzan Kadyrov isspecifically responsible for Estemirova's death.
