The Scottish justice secretary, Kenny MacAskill, is weighing up two requests from the Libyan government for Abdelbaset al-Megrahi to be returned to Libya. One is for his transfer to a Libyan prison – he has 19 years of his 25-year minimum sentence still to serve – under a bilateral prisoner transfer agreement brokered by Tony Blair and Colonel Muammar Gaddafi.
