ATLANTA -- Turnout appeared light but steady Tuesday as voters here headed to the polls in a mayoral election that could determine whether the cradle of the Civil Rights Movement has its first white mayor in nearly 40 years.
Recent polls showed Mary Norwood, a fiscal conservative who lives in the mostly white, wealthy Buckhead section of this city, with support of as much as 45% of likely voters. It was possible she would win outright but was more likely headed into a Dec. 1 runoff with one of the two most prominent African-American candidates, former state Sen. Kasim Reed and City Council President Lisa Borders, both of whom have struggled to gather 25% of voters' support.
