Local Issues Drove NY Race

SARANAC LAKE, N.Y. -- The Democratic victory in a heavily Republican upstate New York district hinged more on local concerns and quirks of the race than broader political issues, according to voter interviews.

Bill Owens' win in the special election to represent the 23rd Congressional District was one bright spot for Democrats on a night when the GOP won gubernatorial contests in Virginia and New Jersey.
