WASHINGTON - The military's defenses against threats from inside its own ranks are outdated and ineffective, Defense Secretary Robert M. Gates said on Monday as he described the findings of an Army review of the Nov. 5 shooting spree at Fort Hood, Texas.

Mr. Gates cited significant failings to communicate about internal threats to the security of personnel, as well as a lack of supervision over Maj. Nidal Malik Hasan, the military psychiatrist accused of the shootings. Major Hasan behaved erratically and had questionable communications with a radical cleric during the years and months before the shootings, which killed 13 and injured 28 more.

WASHINGTON - President Barack Obama called Saturday for a comprehensive review of the events leading to the tragedy at Fort Hood to "prevent a similar breach from happening again," and he urged Congress to delay hearings until an investigation is complete.

"If there was a failure to take appropriate action before the shootings, there must be accountability," Obama said during his weekly radio address.

FORD HOOD, Texas (Nov. 13) -- Maj. Nidal Malik Hasan, the accused Fort Hood gunman, is paralyzed from the waist down, his lawyer said Friday.

"It appears he won't be able to walk in the future," said Hasan's civilian attorney, retired Army Col. John Galligan.

Hasan also has severe pain in his hands, the attorney said.

Authorities say Hasan, a U.S. Army psychiatrist, opened fire at a military processing center at Fort Hood on November 5, killing 13 people. Two civilian officers engaged Hasan, wounding him. One officer was wounded.

Authorities say Hasan opened fire at a military processing center at Fort Hood on November 5. A civilian officer who was wounded in the incident returned fire, wounding Hasan.

US President Barack Obama is due to speak at a memorial service in Texas for the 13 victims of a shooting at an army base last week.

Mr Obama has also met relatives of those who died at the Fort Hood base and will visit wounded soldiers.

Maj Nidal Malik Hasan, who is suspected of being behind the Fort Hood massacre, was shot and remains in hospital.

US intelligence authorities have said they knew Maj Hasan had been in contact with a cleric sympathetic to al-Qaeda.

For many of the 43 people wounded when an Army psychiatrist allegedly went on a shooting rampage at Fort Hood, the scene was unreal -- it seemed like something out of a movie. Maybe it was a drill.

But in exclusive interviews with ABC News' Bob Woodruff today, the survivors agreed they are lucky to be alive, and they mourned the loss of their 13 comrades gunned down, allegedly by Maj. Nidal Malik Hasan.

The neighbor, Patricia Villa, said Maj. Nidal Malik Hasan came over to her apartment Wednesday and Thursday and offered her some items, including a new Quran, saying he was going to be deployed on Friday. She wasn't sure if he was going to Iraq or Afghanistan.

Authorities said the 39-year-old Hasan went on a shooting spree later Thursday at the sprawling Texas post. He was among 30 people wounded in the rampage and remained hospitalized Friday in a coma, attached to a ventilator. WASHINGTON — Federal law enforcement officials say the suspected Fort Hood, Texas, shooter had come to their attention at least six months ago because of Internet postings that discussed suicide bombings and other threats.

The officials say the postings appeared to have been made by Maj. Nidal Malik Hasan, who was killed during the shooting incident that left least 11 others dead and 31 wounded. The officials say they are still trying to confirm that he was the author. They say an official investigation was not opened.
